Ans some jobs either tell you not to send a cover letter, or don't instruct you to do so.  If the job does not instruct you to send a cover letter, should you, and if so, should you send one privately, or put it on the application?

For State of Mn jobs, you won’t see a cover letter. All the hiring supervisor sees is the copy of your resume that was entered into the system.  If you are able to find out who the hiring manager might be, some folks send a cover letter prior to the interview to help stand out.
