The DHS Office of Vocational Rehabilitation Services (VR) is a statewide
resource for people with disabilities. We assist individuals with
disabilities in getting and keeping a job. VR is a state and federally
sponsored program. VR works in partnership with consumers, the community,
workforce system partners, education, human services partners like those
serving people with Intellectual/Developmental Disabilities, and businesses
to develop and support employment opportunities for people with
disabilities.



This is an executive position, reporting to DHS Director Erinn Kelley-Siel.
DHS is seeking an individual to join us in our work to help Oregonians
achieve well-being and independence in their own communities through
programs and services that protect, empower, respect choice and diversity,
and preserve dignity.



The Ideal Candidate: DHS is seeking an individual with a commitment to best
practice, passion for the people they serve and enthusiasm for innovation.
Successful candidates will have extensive leadership experience, expertise
leading in partnership with peers and the ability to empower
decision-making with teams of managers. An ability to prioritize, with a
focus on outcomes, is a key attribute for this position. So, too, is a
commitment to equitable service delivery, with a focus on creating a
diverse and inclusive work environment and on achieving results for all
populations, including under-served and under-represented populations. At
least five years of executive-level management experience is required, with
preference for those with demonstrated ability to deliver results through
improved effectiveness and efficiency.



The purpose of this position is to lead and administer Oregon's Vocational
Rehabilitation services program to ensure employment opportunities for
Oregonians with disabilities are maximized and employment outcomes are
successful. The position represents the Department of Human Services (DHS)
at the legislature, with the federal delegation and with federal agencies,
at interdepartmental and interagency settings, with Tribal governments, and
with the private sector. In addition, this position represents vocational
rehabilitation programs on committees, work groups and task forces, both
internal and external to DHS and in contacts with other DHS staff and with
the public.



The Director is responsible for communicating internally and externally
regarding program goals, priorities, strategies and results; championing
program vision and direction at every opportunity. Likewise, the VR
Director is responsible for developing and maintaining strong linkages with
all parts of DHS, and with external partners and stakeholders with aligned
partnership interests. This position assures that the program design,
policies, administrative rules, consultation and training of the section's
program areas comply with federal and state statutes, and the mission of
DHS.
