Jim is correct.  The original law used the words, "obtain, retain, and
advance in employment", so it is not a WIOA change at all.  One of the new
WIOA measurements is how many people were enrolled in college as a way to
advance themselves in employment.  Or some wording like that.  So providing
services for career advancement is perfectly legal.  And I was a state
agency director too, so that makes two of us.

Career advancement is well within the scope of WIOA.  I would focus on the
vocational goal, establishing a link between the goal and the services it
would take to achieve that goal.  My guess is that it all fits nicely within
WIOA.  Thing is, the vocational goal is what drives everything, and the goal
is the client's to set after we've provided information for the decision.
We don't get to justify or rationalize the goal as professionals.  The
client gets to make that decision.  The professional guides, not decides.
>From there, it's just a matter of linking the service to the client's goal.
Depending on the details in the situation, I would proceed with the career
advancement.

Here is the scenario on which I would like some input.

A little background.  I work for an agency for the blind, and we have a
scenario, not a lot of info, but will give you what I know.

A blind person comes to us, asking for assistance.  This person is currently
working in a professional field.  The person is approaching us, as he would
like to further his education by finishing his B.A. and obtaining a MS
degree.  He has been accepted at a private university, and is asking the
agency for assistance in being able to attend.  He is staying in the same
field.

Question:  For those of you working in an agency for the blind, if you are
able to help persons in similar situations, how is it done?  There has been
a conversation with him regarding under-employment, but I do not have any
details about that conversation.

I am inclined to think that we may not be able to help him, as, he is
already employed, but wants to have help in paying for his Masters at this
private college, so he can upgrade his employability.

Any discussion and ideas are appreciated.
