ADMINISTRATIVE SERVICE OFFICER 4- PROGRAM MANAGER

The SBVID Program Manager is responsible for working within the Department
of Economic Security and with staff and providers to provide the best
possible rehabilitation services for persons who are blind or visually
impaired consistent with State and Federal laws, regulations and policy,
budget, staffing and providers. This includes:
A. Planning Organizing, Budget, Directing, and Evaluating through
subordinate managers, the operation of the statewide programs of:
1. Business Enterprise Program
2. Deaf/Blind Program
3. Independent Living Program for the Blind
4. Vocational Rehabilitation Program for the Blind and Visually
Impaired
B. Deafness training, best practices, program monitoring
C. Developing and monitoring contracts and contractors related to
above programs
D. Reporting on Statewide programs SBVID
E. Establishing specialized rules, policy, and best practices for
services for persons who are blind or deaf
F. Providing accountability and communication with individual and
organized consumer and advocacy entities to include the Governor's Council
onBlindness and Visual Impairment (ex-official member by executive), the
Arizona Participating Operators Committee, Arizona Commission for the Deaf
and Hard of Hearing, and other specialized advocacy groups.
Knowledge of:
Federal and State laws, rules, and regulations for RSA programs
including, but not limited to; Federal Rehabilitation Act as amended
(especially Titles I and VII); the ADA; the IDEA; EDGAR: the Arizona
Administrative Code relating to SBVI programs; and Federal circulars,
Executive Orders, and Program Instructions; Federal Randolph Sheppard Act,
and Federal interstate Highway Act.
Blindness and visual impairment, its impact on individuals and
society; rehabilitation principles and best practices in blindness
rehabilitation; public social policy related to blind rehabilitation;
legislative and legal principles of serving blind and visually impaired
persons
Deafness, it's impact on individuals and society; rehabilitation
principles and best practices in deafness rehabilitation; public and social
policy related to deafness rehabilitation; legislation and legal principles
of serving deaf persons
Principles and best practices in effective personnel, budgeting,
accounting, procurement, management information systems; federal reporting
requirements, and procedures.

blindness rehabilitation programs of management of a Central Office function
within the State Blindness Agencies
A Master's degree in Rehabilitation or Public Administration
