I will tell you this:  Some 50 years ago, I was given a full college 
scholarship from my state.  My vocational rehabilitation counselor flat out 
told me, I could either choose the field he recommended for me, or, I could 
well pay for my education myself.  It is sad, because the field I wanted to 
choose is a common one chosen by blind people now days.
