This position is located in West Allis, WI

The Contract specialist is responsible for all aspects of contracting
transactions from facilitation to closeout for all Industries for the Blind
(IB) federal, state and municipal government contracts.

Essential Duties and Responsibilities:
To perform this job successfully an individual must be able to perform each
duty satisfactorily. The requirements listed below are representative of
the knowledge, skill and/or ability desired.
Contribute to the management, maintenance and compliance of existing
government contracts through ongoing data management and project status
reporting/meetings with the Director of Contracts.
Assist with bid responses including Request for Proposal (RFP), Request for
Information (RFI), Request for Quotes (RFQ) and Solicitation.
Perform various contract administration functions, including performing
reconciliation, conducting contract closeouts, and database integrity.
Review new contracts to assure all necessary clauses have been included and
contact the responsible government contracting unit to resolve
discrepancies such as missing or inconsistent provisions.
Understand and implement source selection procedures, technical evaluation
requirements, evaluation templates and instructions for Conflict of
Interest/Nondisclosure forms.
Effectively communicate with customers, business units, and management.
Apply procurement policies, regulations and procedural practices.
Maintain detailed and organized files.
Monitors contracts using various electronic systems.
Other duties as assigned.

Qualifications- To perform this job successfully, an individual must be
able to perform each essential duty satisfactorily. The requirements listed
below are representative of the knowledge, skill, and/or ability required.
H.S. Diploma or equivalent required. Bachelor€™s Degree preferred. 1-2
years general business or retail experience required.
Ability to read and comprehend government contract and regulatory content.
Experience with government contract administration preferred.
Understanding of GSA Schedules and the Ability One program preferred.
Knowledge of the FAR, DFARS, DPAP, GSAR preferred.
Systems and Applications: Microsoft Office suite including SharePoint
required.
Government systems and portals such as; GSA e-Buy, GSA e-MOD, GSA
Advantage! and SAM.gov preferred.

Physical Demands: The physical demands described here are representative of
those that must be met by an employee to successfully perform the essential
functions of this job.
Must be able to sit for extended period of time.

Work Environment: The work environment characteristics described here are
representative of those an employee encounters while performing the
essential functions of this job.

Travel as necessary to coordinate activities related to proposal acceptance
(customer presentations, conferences, training events). This includes
visits to National Industries for the Blind, Alexandria, VA when required.
Job related travel is approximately 15% or less.
