Characteristics of the Job:
Determines eligibility for persons for vocational rehabilitation services and provides vocational rehabilitation services to persons with disabilities seeking gainful employment; and performs other duties as required.
Minimum Requirement - Education:
Graduate of a college or university with a master's degree in rehabilitation, rehabilitation teaching or therapy, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education with emphasis in vocational counseling or a related field.

Substitution Clause:
EDUCATION & EXPERIENCE: A bachelor's degree in one of the above areas plus two years of professional experience in vocational rehabilitation, vocational assessment, employer relations or rehabilitation technology will substitute for the required master's degree.

Description of Job Duties
This position provides vocational rehabilitation counseling services for individuals who are blind or visually-impaired. The services this position provides include, but are not limited to, developing Individual Plans for Employment; collecting, evaluating and interpreting medical, psychological, vocational and other reports to determine eligibility for services; assessing consumers to determine the vocational rehabilitation services they need to enter into, or retain employment; and assessing consumer needs for rehabilitation technology. This position also works to provide information to consumers concerning individual responsibilities and terms for services and develops and maintains case documentation using the Case Management System.
This position develops referrals, performs basic public relation functions and partners with organizations, schools, physicians, etc. to coordinate services for consumers and works with employers to perform job development, job analysis and follow-up services once consumers are placed to ensure the job placements are consistent with consumers' unique strengths, abilities and interests, as outlined in Individual Plans for Employment (IPEs).
This position travels throughout the following counties to provide services and to perform other duties as needed: Bullitt, Jefferson, and Oldham

Typical Working Conditions: Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency.

Upon appointment, employees in this class may be required to maintain a valid driver's license and required to drive a licensed vehicle. This status may be necessary for the length of time in this class. If this is necessary it will be listed in the specific position description for that position.
