JOB SUMMARY:

This position provides direct supervision to Vocational Rehabilitation counselors and technicians. The incumbent will be responsible for duties including hiring, training, coaching, evaluating, and performing disciplinary action when necessary.  The position monitors case management practices, client cases and conducts quality assurance reviews to ensure compliance. The position will represent the Division of Employment of Rehabilitation Services - Rehabilitation Services Administration (RSA) in the community and on boards, committees, and work groups.

This position will travel to attend and participate in management meetings, in addition to regular duties. Employees may be required to use their own transportation as well as maintaining valid motor vehicle insurance and current vehicle registration; however, vehicle mileage will be reimbursed.

JOB DUTIES:

-          Provides supervision and oversight of Vocational Rehabilitation staff including monitoring of case management practices to ensure compliance with RSA policies and procedures

-          Responsible for personnel functions including hiring, staffing, coaching, mentoring, evaluating and training.

-          Travels to and participates in statewide and regional management meetings, as well as other community outreach meetings.

-          Conducts regular staff meetings, participates in community stakeholder discussions, completes unit reports and assigns workloads and duties.

-          The Rehabilitation Services Unit Supervisor is responsible for monitoring customer satisfaction and quality control, as well as public program inquiries.




KNOWLEDGE, SKILLS AND ABILITIES (KSAs):

-          This candidate will have knowledge of case management techniques and of process improvement strategies.

-          Knowledge of federal and state laws and regulations for Vocational Rehabilitation, rehabilitation principles, practices and reporting requirements.

-          Leadership, problem solving, decision making, negotiating, analyzing, evaluating, interpreting data to implement solutions, oral and written communication.

-          Ability to work with a diverse group of stakeholders, ability to prioritize tasks,

-          Ability to establish and maintain effective working relationships while fostering team relationships


SELECTIVE PREFERENCE(S):

-          Current or previous supervisory or management experience.

-          Experience working with individuals with disabilities.

-          Commission on Rehabilitation Counselor Certification (CRC) preferred

PREFERRED QUALIFICATIONS:

-          Experience working with individuals who are blind/visually impaired.

-          An understanding of comprehensive blind rehabilitation services.




PRE-EMPLOYMENT REQUIREMENTS:

-          Bachelor’s degree in a field of study reasonably related to vocational rehabilitation counseling and three years of paid or unpaid experience working with individuals with disabilities; or

-          The ideal candidate will have a Master’s Degree in Rehabilitation Counseling, or a similarly related field with supervision and leadership experience.

-          AZ Fingerprint Clearance card that meets DES requirements for Level One card

-          Have a current, valid State issued driver’s license appropriate to the assignment. Employee is subject to driver’s license record checks and must maintain an acceptable driving record, valid motor vehicle insurance and registration, and must complete any required training (see Arizona Administrative Code R2-10-207.12.) If an Out of State Driver License was held within the last 39 months, a copy of your MVR (Motor Vehicle Record) is required

-          Candidates for this position shall be subject to a search for both Child Protective Services Central Registry and Adult Protective Services Registry

-          Successfully complete the Electronic Employment Eligibility Verification Program (E-Verify), applicable to all newly hired State employees

-          Successfully pass background and reference checks. Employment is contingent upon completion of the above-mentioned process and the agency’s ability to reasonably accommodate any restrictions
