Description
The Education and Workforce Development Cabinet's mission is to educate, prepare and train Kentucky's current and future workforces. Our goal is create and make continuous improvements to an education and workforce system that prepares Kentuckians for the 21st century workforce, while helping businesses find the skilled workers they need to compete and create jobs in the Commonwealth.

The Office of Vocational Rehabilitation empowers individuals with disabilities to maximize employment, achieve economic self-sufficiency and independence, and to contribute back to society. We also help businesses and employers recruit, retain and accommodate employees with disabilities.

We are seeking a Voc Rehab Manager to provide overall management for all sections and units within the Central Kentucky Blind Services Section.

The ideal candidate should demonstrate the ability to lead by providing instruction and direction.

Key Responsibilities:

  *   Manages and supervises vocational rehabilitation employees providing services to individuals who are blind or visually impaired.
  *   Ensures services provided to consumers comply with all agency policies, state and federal laws and other applicable regulations and policies.
  *   Provides direction in planning, developing, administering and coordinating district services for persons with disabilities.
  *   Provides direction for implementing and maintaining specialized services and program planning for consumers with visual disabilities involving inter-agency resources.
  *   Trains staff on program developments and initiatives, affirmative action as it relates to consumers with visual disabilities.
  *   Ensures compliance with applicable laws and regulations.
  *   Conducts reviews and monitors program funds for expenditures and budgetary limitations.
  *   Initiates personnel actions, interviews and recommends vocational rehabilitation employment candidates for employment; initiates corrective and/or disciplinary action when appropriate; conducts performance evaluations; and evaluates requests for leave appropriately.
  *   Represents the agency at conferences, community meetings, advisory panels and committees. Makes presentations and conducts workshops at the local and state level for community partners, vendors and employers to enhance resources, develop additional resources and increase awareness about vocational rehabilitation programs.
Minimum Requirements
EDUCATION: Graduate of a college or university with a master's degree in rehabilitation, rehabilitation teaching or therapy, guidance and/or counseling, psychology, sociology, orientation and mobility, social work, special education, education, education with emphasis in vocational counseling or a related field.

EXPERIENCE, TRAINING, OR SKILLS: Must have five years of professional or administrative experience in a rehabilitation program.

Substitute EDUCATION for EXPERIENCE: EDUCATION & EXPERIENCE: A bachelor's degree supplemented by two years of professional experience in rehabilitation counseling, vocational evaluation, supported employment, job placement, rehabilitation technology or a related field will substitute for the required master's degree. EDUCATION: Current certification as a Certified Rehabilitation Counselor (CRC) will substitute for one year of the required experience

Substitute EXPERIENCE for EDUCATION: A bachelor's degree supplemented by two years of professional experience in rehabilitation counseling, vocational evaluation, supported employment, job placement, rehabilitation technology or a related field will substitute for the required master's degree.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.): Two years of the required experience must include rehabilitation management or supervisory experience.
Working Condition Work is performed primarily in an office setting. Occasional travel will be required to coordinate services between customers and the agency.
