[Rehab] Schedule A letters

Hello:


I have a Schedule A letter and use it to apply for most federal jobs. I 
applied to a position at the CDC and was told that my letter was 
unacceptable because it was not in the proper format. I was very surprised 
because I've used the same letter for years and never been questioned 
about it. The woman from HR sent me a PDF form that needs to be filled out 
by a physician or rehabilitation counselor. I have three questions for the 
list:

1. Can agencies require you to submit a Schedule A letter with a specific 
format. If so that's ok but it sure caught me off guard.
2. I heard there was a way to get a Schedule A letter through the Social 
Security Administration. If so, what is the process?
3. Can I get a Schedule A letter without being a rehabilitation client? I 
am currently working so I don't qualify for rehab services at this point. 
Do I have to become a client of the state agency just to get a Schedule A 
letter, even if that's all I need? If I find a counselor to help me, do I 
have to be their client?


Any input or help would be most appreciated. I just can't believe my 
Schedule A letter that I already submitted for the position does not 
suffice.
