Community Recruitment Announcement (December 2020)

The California Department of Rehabilitation (DOR) is recruiting for the Program Manager for the Business Enterprises Program (BEP). The BEP is a public/private partnership providing a self-employment opportunity for legally blind consumers in the operation of food services at, per federal fiscal year 2019 data, approximately 250 sites statewide generating $50 million in sales. Responsibilities include: directing and guiding the work of 27 staff, with support from three subordinate managers, located throughout the state, who provide consultation and support services in food service operations whose scope range from snacks and confections to millions of meals to troops; managing an operating budget in excess of $5,000,000; developing, presenting and implementing program policy; coordinating consumer advisory participation, input and contributions; generating, presenting and providing fiscal and policy program reports to the program participants, stakeholders, and division executive leadership; collaborating with local, state and federal government partners for food service facility placement, operations and maintenance; establishing and administering hundreds of service and purchase agreements; responding to concerns and requirements that are political, contractual, and quality assurance; and administering a $17 million pension plan.  This requires blending the demands, practices and expectations of self-employment; exercising and ensuring compliance with mandated statutory existence on federal and state properties; and administration of public funds and policy in support of the program.

The Program Manager of the BEP reports to the Deputy Director of the Specialized Services Division (SSD) in the DOR. The Program Manager is based in the DOR Central Office in Sacramento, California. The DOR works in partnership with consumers and other stakeholders to provide services and advocacy resulting in employment, independent living, and equality for individuals with disabilities.

Desirable Qualifications:
·         Extensive experience in private sector business management and practices, with emphasis on food service operations including: human resources management; operation of varied types of food service equipment including sanitation, safety, and routine maintenance; accounting systems which comply with and support business reporting requirements; business inventory control; menu planning, ordering, receiving and pricing; promotional and marketing programs to increase sales and customer goodwill; developing and maintaining effective customer relations; and governances related to food service operations.
·         Ability to lead, manage and direct subordinate managers in the overall operations of the program.
·         Ability to communicate effectively, orally and in writing, with the program participants, contractors, and stakeholders, DOR executives and other state and federal agencies.
·         Demonstrated knowledge of the program’s and DOR’s mission, goals, programs, and policies.
·         Demonstrated awareness, background in, or knowledge of services to the blind and visually impaired.
·         Ability and demonstrated experience in the exercise of effective leadership, application of advanced judgment, demonstration of integrity, fostering and maintaining effective relationships, making sound decisions, application of program vision in pursuit of outcomes, and adaptability with incidents and events.

·         Willingness to travel overnight throughout the state post-pandemic and flexibility with using virtual platforms such as MS Teams and Zoom to conduct business as necessary.
·         Appreciation of the ability of individuals with disabilities, including those with visual loss, to become contributing members of our society.
