My agency, the General VR Agency for Arkansas, is hiring a Pre-ETS CRC for Region 4, which is here in my District, along the Arkansas/Oklahoma Border, the Arkansas River, and in the Ozark Foothills. Very, very low cost of living, I rent a 3 Bedroom 2 Bath House on a Corner Lot for $500 a month! Ha! Paid off both cars since I transferred here! There are only 2 Blind VRCs in Arkansas, working in General VR, so come on, join us! It's worth applying for! Position Summary
The Certified Vocational Rehab/Pre-Employment Transition Counselor is responsible for testing, assessing, and counseling students in their vocational goals.

The Pre-Employment Transition Counselor is responsible for assessing, monitoring, and counseling students that are identified as pre-employment transition
participants. Pre-employment transition will serve clients who are in the high school or post-secondary setting receiving pre-employment transition services
to age 21.
The Pre-Employment Transition Counselor work under general supervision and is responsible for informing high schools, high school students and their parents
of the array of pre-employment transition services provided directly by Arkansas Rehabilitation Services or arranged by Arkansas Rehabilitation Services.
The Pre-Employment Transition Counselor uploads clients into the case management system, tracks and records services provisions, provides counseling and
referral services within state and federal law, departmental and divisional policies and procedures, and administrative direction.
Education and Professional Work Experience
MINIMUM QUALIFICATIONS
The formal education equivalent of a master's degree in education, counseling, rehabilitation counseling, or counselor education; plus, two years of experience
in counseling or a related field.
CERTIFICATES, LICENSES, REGISTRATIONS
Must be a licensed counselor in accordance with ACA 17-27-301 or certified as a Certified Vocational Rehabilitation Counselor in accordance with the Commission
on Rehabilitation Counselor Certification.
KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge of vocational education, vocational rehabilitation, job placement, career opportunities, and evaluation.
Knowledge of the principles and practices of counseling, and testing assessment.
Ability to plan, organize, and direct the work of others.
Ability to prepare, present, and review oral and written information.
Ability to develop, monitor, and evaluate vocational programs for individual student needs, and for the vocational unit.
Ability to obtain and provide information, guidance, and counseling to students.
Job Duties and Responsibilities
CASE DEVELOPMENT
Make routine visits to school and Local Education Area (LEA) supervisors within the assigned coverage area at least twice a year; Attends Individualized
Education Plan (IEP) meetings when invited within assigned coverage area.
Arrange for and monitors the 5 core services of Pre-Employment Transition Services through direct services, vendors, or school based contracts; job exploration
counseling, work-based learning experiences, counseling on opportunities for enrollment in comprehensive transition or post-secondary educational programs,
workplace readiness training, and instruction in self-advocacy.
For students in high school who may be eligible for sub-minimum wage programs, complete the SMW forms 1-3 before the student exits the secondary setting.

Explain services and distributes all available resource information to the school system and the families upon request and at IEP meetings; makes appropriate
referrals, provides information and technical assistance; facilitates sessions with clients on the progress of direct or arranged services in the 5 core
areas, focusing on career interest and goals and how the services provided connect to a greater understanding or active participation in activities designed
to explore the students' career interest.
Move client through the pre-employment process, complete WIOA documentation in the case management system. Obtain parent/guardian signed consent for those
under 18; documents action using narratives at least every 90 days.
Maintain confidential records and files; Maintains a minimum caseload of no less than 50 cases at all times.
CASE QUALITY
Completes all appropriate forms and reporting information related to Pre-Employment Transition in the case management system.
Provides case narratives that explain the progression of the case.
Follows agency procedures regarding service delivery and authorization of payments.
Identifies, documents, and report the credentials achieved, skills gained/achieved while in a credential program, or employment achieved when applicable
for the student.
Develops and maintain referral sources, demonstrates collaborative activities including but not limited to High Schools, Workforce and Centers for Independent
Living, and other community resources.
Administers or arrange for assessment tools to identify vocational interests and career goals. Conduct career exploration using an array of available job
market tools (Department of Labor, Arkansas Workforce); Assist with vocational/technical or college preparations, including applying for, and obtaining
financial aid and reasonable accommodations.
PARTICIPANT ASSISTANCE
Arrange for work experiences, volunteer opportunities, internships, job shadowing opportunities, or other career exploration activities.
Recruit students and participate in the delivery of programs designed to skill build in the core services, including, but not limited to: Youth Leadership
Forum, Transitional Education Program, Film Camp, Camps hosted by Arkansas Transition Services, etc.
Evaluate job sites, obtain and utilize current labor market information, establish and maintain rapport with the business community to facilitate work
experiences, volunteer opportunities, internships, job shadowing opportunities, or other career exploration activities.
PUBLIC AWARENESS & TRAINING ACTIVITIES
Provide core services to consumers in a group setting in the form of job exploration counseling, work-based learning experiences, counseling on opportunities
for enrollment in transition or post-secondary educational programs, workplace readiness, and instruction in self-advocacy.
Conduct in-service trainings, represents agency on task forces, committees, attends training sessions, including those designed to maintain certification,
engages in public speaking activities and bot facilitates and participates in the award and recognition processes, providing mentoring to new non-certified
staff and/or interns upon supervisory request.
Perform other duties as assigned.
