Basic toaster oven models from Black & Decker and Hamilton Beach/Proctor Siles have mechanical knobs and are completely accessible.  I have a Black & Decker TO1313 four slice toaster oven,which currently sells on Amazon for about $30.  It has three mechanical knobs: the top knob sets the cooking temperature for the bake function; the middle knobs sets the cooking function (warm, broil, bake and toast, in that order); and the bottom knob sets the countdown timer up to 30 minutes and emits an audible “ding” when it it reaches zero and shuts off the unit.  I have placed a tactile marker around the temperature knob at about 350 degrees, although I normally leave it turned all the way to the right at 450 degrees for toasting bread and bagels and for  cooking most foods like pizza and frozen chicken patties and French fries.   And I have placed tactile markers at the 5 minute and 15 minute points around the timer knob.  Avoid higher priced toaster ovens which tend to have inaccessible digital displays and touchpad controls.
