Santana is actually in L.A. Awesome bikes.
I also suggest checking out:
www.bicyclingblind.org
They have held a couple of organized rides in the West Lake area of L.A. and
might have some great networking opportunities.
I would also take a peek on Craigslist. Other brands that usually can be
found are Cannondale and Burley which can usually be purchased for $1000.
Lots of folks like the adjustability of the Co-Motion tandems as well. They
are out of Oregon.
To my understanding Cannondale is no longer making certain tandems, so you
might be able to find a close-out at a shop.
