What "technologies" are available to you? Can you print it then rescan it into another format? What version of JAWS are you using, can you access it using OCR? 

As it is probably a "one time thing," or something you won't have to do very often, what about soliciting a reader/scribe. Then [or] depending on the file format the conversion by the organization may be as simple as resaving it in a tagged format (my guess is that it's a protected PDF or similar format)?
