When I searched for a recumbent several years back I chose the XBR55
as the best combination of value, resistance levels, and
accessibility.  The iPhone app is a bit of a turkey, but still better
than the other options.  Check your local second hand sporting good
stores, I regularly see steeply discounted bikes and other equipment
listed.
