This is Harper and Collins that run this site. This is a link t the FAQ but 
what it is in a nut shell is people upload part of their books to this site 
and then they get ranked and the top five go to the editors desk and they 
read 10 thousand words of your stuff and comment on it. They hope to find 
new writing talent and see what works for the readers too.
