Oh, no, it's not being denied.  The governemt just wants to control it.
Sorry about politics.  I'll take it to the other list of Helene responds 
again.
By the way, how would I move a subject from one list to the other?  I saw 
someone do it at the beginning of the other list so know it can be done.
