Joe,

 

Now I use MS Word 2002, but you can turn off track changes by going to Tools menu and there will be a track changes check that can be checked on or off.  As far as making that change permanent, I do not know if this measure does that.  I am not the most tech saavy person.  You may have to just check if it is on each time.  Sorry that I do not know more.

 

Oh wait, Ross looked into it and he found that there is a track changes tab in the options dialogue box.  Depending on what version of MS Word you have, there may be something in that tab to turn it off.
