Knowing about magazines and other publications, they are very arrogant. 
However, like you said, they pay.  It's your choice to submit to them again.

That's good to know. It makes it worthwhile to get a commercial publisher.
As for who owns your book, it's them all right.
I sold a story two years ago to Angels On Earth. IT took them a year to 
publish it, and then they kept maybe three lines and the general idea of it, 
but rewrote the rest, including some things in it I never would have put. I 
saw it before I agreed to let them publish it, and had a good laugh. They 
paid $250 for it, said I agreed that I was writing for pay, and they own the 
reprint rights, though if I wanted to make a book of it, I could.
My thought was, after they rewrote it, the story was theirs, so why would I 
want to reprint it? And there wasn't enough in it to make a book of it. 
David (my hubby) said I shouldn't write for them any more, but hey, if they 
want to send me money for their work... So I sent them another story, but I 
do hope if they decide to use it, they will keep more than three lines.

No, they are doing the editing along with me. The person is the regular
writer for NBP. I don't know how she is getting paid, but nothing has said
that I have to worry about that.
