The use of "Free matter for the Blind," requires that the envelop not be
sealed. (I'll have us talk it over; I think you are saying that you have
received the mag with the flap sealed, right? Like, I don't know how strict
the post office really is on this; but the law is clear, they need to have
access to the contents, if they want to make sure that the --- contents ----
are for the blind, large print in this case.)

Who ever is mailing them out you must be careful, the envelope was never
sealed the strip was never taken off the flap of the envelope to seal it,
and thank god it was still in there.
