[stylist] marking free matter on the envelope

You can mark "free matter for the Blind' on the envelope in ink, but it 
will get more respect if you have a stamp.   the stamps can most likely be 
ordered from places that sell blindness related items.   I believe I had one 
made up at a printer.   It says;

FREE MATTER FOR THE BLIND
 and PHYS. HANDICAPPED
Domestic Mail Manual 135

I've also seen them saying, 'May be opened for postal inspection.'

The contents of free matter must be either in Braille or Large print, or on 
cassette or other audio media.   The envelope should not be sealed.   If 
sending a large print letter in a regular envelope, tuck in the flap.   I 
sometimes moisten it to stick to the letter itself to prevent it from falling 
out, but the envelope is still open.
