I have visited Mark's site, and I gather that he is not currently accepting
submissions, but may soon. I was unable to find any submission guidelines or
an explanation of his intent as to whether he is going to be charging fees
to publish. Do you know?

All of the sites are up and running.  Perhaps I typed them in incorrectly
the first time.
