[stylist] Grammar question

My thought, and I'm not sure why or if I'm wrong, is that it's The second
one. Think of another example: 
"There are only 3 apples." 
You wouldn't say "There is only three apples."
Continuing the conversation ...
"How many did you say are left?" 
"I said there are only 3!"

Of course, my example is a bit flawed, because in conversation, almost
everyone would say, "I said there's only three." Lori would be able to tell
us what kind of sentence this is, but I can't remember.
