Donna,
Really good questions.
One enormous  problem  is that classrooms  in public schools today are 
overcrowded and  it's impossible for one lone teacher to do everything.  The 
teachers today are saints, to be dealing with the wide array  of problems 
that are facing them all day every day in these enormous classrooms. It is 
amazing to me that the children are learning much at all under the 
overcrowded and under staffed schools. I have to say I would not, today, be 
putting my children into a public school. God bless those teachers who have 
chosen a profession  that deals with it all.
