Yes. Maybe it's not being done right. And as for JAWS, it must be a
pop-up menu that only appears when a MOUSE is ran over it, making it
inaccessible with JAWS. This means it wouldn't show up on the links list
or even be found by searching for a term because the way it's coded,
JAWS won't recognize it. And I gather you need to click on the graphic
of the book itself, which is impossible with a screenreader unless a
separate link exist that opens that function up.

that is very weird, because every book or CD recording on amazon has a 
graphic and the exact same way to look at that book.
who knows?  Mysteries abound.
