Hi.
I think that the quotation means something about a foster sister.
As Barbara said, there is no comma, so the sister would have to 
be the guest.  But if my brother was visiting, I would feel weird 
calling him a "guest brother." Therefore I think it is a sister 
who is just temporarily there, like a guest.

Since there is no comma after guest, to me it's saying that we 
have a sister
who is a guest.  If there was a comma, then the speaker would be 
informing
her sister that a guest has arrived.

This is an example of texte, a quote.  What does it say? Some

say that it is a person talking to their sister and telling her
