[stylist] inverted syntax question

Inversion is a literary device used to place emphasis. It can be done by
placing an adjective before a noun, a verb before subject, subject before
preposition, etc.

Can anyone explain the difference between normal and inverted sentence
syntax?
The below line from Twas the Night Before Christmas seems like inverted
sentence order.
"As dry leaves that before the wild hurricane fly,"
