[Tactile-Talk] newhaptics

Conversion between image formats is relatively well automated. You
should be able to convert whatever file you have to a format that your
tactile device can accept. It doesn't follow, unfortunately, that the
resulting tactile graphic will be meaningful and comprehensible to the
tactile reader.

Both Graphiti and Monarch support manipulation of the tactile graphic,
once displayed. Particularly interesting is the option to rotate the
image by 90 degrees, as in landscape orientation.

On the subject of other devices, numerous tactile actuation methods are
disclosed in patents that have been issued during the last several
decades. There's an enormous distance between a patent application and
hardware that is available to the public, as the history of this field
has suggested. I don't know which projects are currently active, or
which have a real prospect of commercial viability.
