We are up to 121 cosponsors on the Access Technology Affordability Act in the House and 24 in the Senate. This would not be possible without your calls, emails, and social media. While we still need to build cosponsor support for the Access Technology Affordability Act, there are two new issues which need our immediate attention. Last week, on Wednesday, July 29, the House passed Sami?s Law (H.R. 4686) without objection. This legislation will increase the safety of ridesharing apps and will ensure that these safety measures are nonvisually accessible. The National Federation of the Blind has worked closely with the sponsor of the bill, Representative Chris Smith of New Jersey, to make sure that blind rideshare users will not be excluded from the bill?s additional safety measures. The bill has now been transmitted to the Senate for consideration, and we need to call or email every member of the Senate and urge them to pass H.R. 4686, Sami?s Law. The second urgent matter is one of the newly proposed COVID-19 relief bills in the Senate. The SAFE TO WORK Act, S. 4317 contains a section that would eliminate critical protections established in Titles I and III of the Americans with Disabilities Act of 1990. Please contact your senators and urge them to amend this harmful language out of S. 4317. When you call or email your senators you might say something like: "Hello, my name is [YOUR NAME], and I am a constituent of [SENATOR NAME]. I live in [CITY, STATE]. This bill will make it safer for all people, including blind people, to use rideshare companies, and I urge you to vote in favor of this legislation when it is considered in the Senate. This liability protection would last for a period of approximately five years, beginning December 1, 2019 and ending on October 1, 2024. The SAFE TO WORK Act Section 181(a)(1) includes "Title I of the Americans with Disabilities Act of 1990 (42 U.S.C. 12111 et seq.)" as part of the definition of "covered Federal employment law." The details are below. Subject: Conlin's Rental Unit Good morning all. We've had an interesting communication from JB Conlin, owner of unit 107 in our building. This unit was the former residence of our good friend, Dorothy Schatz, for 22 years. JB's having difficulty finding the right person to rent the unit. This is one of only two rentals remaining in Summit House and it's "grandfathered" to be rentable so long as Conlin Properties owns the unit. Our Horizontal Regime states such a rental must be for a minimum of two years. Conlin says he'll make any mutually agreed upon improvement a new renter desires and fold that investment into a long term lease. Conlin Properties is asking $1595 per month for rent. The unit has 2-bedrooms, 2- bathrooms. I encourage you all to write some sort of letter to the Secretary of State's Office at support at sos.iowa.gov and encourage them to speed up the RFP process so we can have a process in place by November 3. You should also include your legislators when you write. I would be very interested in hearing any results. Whatever you do, whether we end up with the right to vote a private absentee ballot or what, please, please vote, even if it means someone has to help fill out your absentee ballot. Thanks for all your efforts. Dear Supervisor of Elections: My name is Michael Barber. I am a member of the Des Moines Chapter, National Federation of the Blind of Iowa. We are a proud affiliate of the National Federation of the Blind, the nation's oldest and largest organization of the blind. I am an eligible voter in Polk County, and I am writing to you regarding the lack of an accessible way for me and other voters with print disabilities in this county to Vote absentee. I strongly urge you to rectify this inequity by implementing an electronic ballot delivery system for the November 3, 2020 general election. The COVID-19 pandemic has raised great concerns regarding the safety of voting in person at a precinct polling place. Without an accessible way to mark an absentee ballot, blind voters and other voters with print disabilities are forced to choose between risking their health by voting at a polling place, giving up their right to a secret ballot by telling their choices to a friend or family member and trusting that person to mark the inaccessible paper ballot as instructed, or not voting at all. Forcing a blind voter to make this choice does not meet the requirement of the Help America Vote Act, Title II of the Americans with Disabilities Act (ADA), or Section 504 of the Rehabilitation Act as amended in 1973 that voters with disabilities be provided an accessible opportunity to vote privately and independently as do nondisabled voters. Since 2006, because of the Help America Vote Act, I've been able to proudly cast my completely secret ballot. Now I find that I am disenfranchised because neither Polk County nor the State of Iowa allows for an accessible private method for a blind person to vote a totally private absentee ballot. I have attempted to contact Secretary of State Paul Pate, but he has not responded to any of my communications directly. For your information: Florida has recently certified Democracy Live as a platform for electronic ballot delivery. Electronic ballot delivery systems enable blind voters to mark an absentee ballot privately and independently using a computer equipped with assistive technology, such as a screen reader, screen magnification, or a refreshable Braille display. Once a voter has marked their ballot, it can either be printed by the voter and sent by regular mail, or dropped off at the Supervisor of Elections' office. Because many voters do not have ready access to a printer, electronic ballot delivery systems can also offer the option to download the ballot and email it as an attachment to the Supervisor's office. At least 16 other states around the country are permitting their blind voters to cast secret absentee ballots if they wish The right to cast a private and independent vote is a cornerstone of our democracy. Therefore, I strongly urge your office to procure an electronic ballot delivery system in time for the 2020 general election so that I, as a blind voter, may cast my absentee ballot privately and independently, as required by the ADA. Voters with print disabilities should not have to choose between risking our health to vote at a polling place, giving up our right to a secret ballot by having someone mark a paper absentee ballot for us, or not voting at all. The implementation of an electronic ballot delivery system that is accessible to blind and print disabled voters allows us to continue to exercise our right to vote while remaining safe and healthy. View it in your browser here Iowa Department for the Blind Logo Young Adult Transition (4+) Program Frequently Asked Questions A number of questions and misinformation have been raised about the Young Adult Transition (4+)Program so we thought we would take some of the most commonly asked questions and answer them in a Frequently Asked Questions Document. Last Updated August 13, 2020. Q: Is this program for high schoolers? It is designed for students who have completed the academic requirements to graduate from high school, but still have Individualized Education Plan (IEP) goals to achieve. Q: What is the age range for students in the Four Plus Program? Students will generally range from 17-21 years of age. Q: Why is this program needed? Four Plus programs already exist throughout the state of Iowa serving students with all types of disabilities. Many of these are run by school districts and community colleges. These programs have little to no experience working with blind students. Very often, this results in lowered expectations and no provision of the adjustment to blindness skills blind students need to be independent. The Braille School (IESBVI) has created a program on the campus of the Iowa School for the Deaf in Council Bluffs. There are more students in need than can be served by this program. Additionally this program is not conveniently located for students outside the western part of the state. The IESBVI program also does not use structured discovery in its skills training, whereas the YATP does. As an added bonus, the costs associated with this program are considered Pre-employment transition services (Pre-ETS) expenditures. The Workforce Innovation and Opportunity Act (WIOA) requires that 15% of our federal grant be spent each year on pre-ETS services. Q:So why do these students not go directly into the adult adjustment-to-blindness orientation center? It would be ideal if all students exiting high school had the self-care and personal management skills needed to attend our adult orientation center or go directly to college and employment. However, we are finding a number of students we serve who don't yet meet the basic requirements of the center. In the past, some students have started the center without these skills and it has caused the student not to be successful and/or it has taken significant staff time away from other center students. YATP students need extra assistance in areas such as preparing meals, managing money, and personal care. IDB will have previously worked with these students while in high school, and most will have participated in our summer LEAP program. Students who leave high school ready to go directly into the adult orientation center will continue to do so as we want students to be independent and self-sufficient as soon as possible! Q: Will blindness be the primary disability? Yes, our focus is on helping all students gain the blindness skills they need to achieve their employment goals. As we do in all of our programs, we will adapt our teaching strategies and techniques to best serve the unique learning needs of each student. Because the majority of the students served by this program have disabilities in addition to blindness, We will work with school districts, service providers, and other partners to help the student obtain any tools or techniques to overcome other barriers that student may be facing. Q:Will there be a nurse or psychologist working in the four plus program? No. While we do not administer medication, we provide training and support to students learning to administer their own medication. Q:What is the structure of the four plus program? The Four Plus Program will run throughout the school year. Students may continue in the program more than one year if IEP goals have not been met, however, the objective is for the student to graduate and move on to the center, post-secondary education, or employment as soon as possible. The program provides intensive training with lots of hands on practice combined with a positive attitude toward blindness that we anticipate will result in a rate of progress not previously thought possible. Q: So what does a typical day look like? During the day, students will work on activities related to achieving their IEP goals. This will be done in cane travel, communications (braille and technology), and careers classes. Students will work on home management and daily living skills with instructors in the evening times cooking meals and cleaning up the kitchens and their room areas. Q: Will there be business classes and confidence-building activities? Yes Q:How will going out for dinner and eating on the weekends be covered? There will be staff present to work with students during evenings and weekends. Q:Will students receive maintenance to cover their expenses, and, if so, how will budgeting be handled? Yes, and instructors will work with students on budgeting and handling this money. Q: Will this interfere with the adult orientation students work spaces, such as in the kitchen and industrial arts areas? No, YATP students will cook primarily in one of the apartments on the 5th floor. Also with the recent addition of two new kitchens into the Home Ec area, , there is now enough room to allow other programs to use some kitchen space without disrupting the center. The YATP students will not be taking industrial arts as a regular class. YATP classes will be held in other spaces in the apartment and 2nd floor and there is enough space for everyone. Q: What is the student to staff ratio? During the first year, we have kept the program intentionally small. This will allow us to get staff hired and trained, refine curriculum, and implement other steps to improve and expand the program. There will be 7 staff to 5 students. In future years, we intend to grow the program to ten or more students and keep the staffing level around 8. This need has existed for many years. We are excited to have the opportunity to provide a 4+ program with IDB's positive attitude, high expectations, and non-visual training. While there have been many challenges created by the enactment of WIOA, meeting this long-felt need is a real opportunity. Thanks for all your efforts. Dear Supervisor of Elections: My name is Michael Barber. I am a member of the Des Moines Chapter, National Federation of the Blind of Iowa. We are a proud affiliate of the National Federation of the Blind, the nation's oldest and largest organization of the blind. I am an eligible voter in Polk County, and I am writing to you regarding the lack of an accessible way for me and other voters with print disabilities in this county to Vote absentee. I strongly urge you to rectify this inequity by implementing an electronic ballot delivery system for the November 3, 2020 general election. The COVID-19 pandemic has raised great concerns regarding the safety of voting in person at a precinct polling place. Without an accessible way to mark an absentee ballot, blind voters and other voters with print disabilities are forced to choose between risking their health by voting at a polling place, giving up their right to a secret ballot by telling their choices to a friend or family member and trusting that person to mark the inaccessible paper ballot as instructed, or not voting at all. Forcing a blind voter to make this choice does not meet the requirement of the Help America Vote Act, Title II of the Americans with Disabilities Act (ADA), or Section 504 of the Rehabilitation Act as amended in 1973 that voters with disabilities be provided an accessible opportunity to vote privately and independently as do nondisabled voters. Since 2006, because of the Help America Vote Act, I've been able to proudly cast my completely secret ballot. Now I find that I am disenfranchised because neither Polk County nor the State of Iowa allows for an accessible private method for a blind person to vote a totally private absentee ballot. I have attempted to contact Secretary of State Paul Pate, but he has not responded to any of my communications directly. For your information: Florida has recently certified Democracy Live as a platform for electronic ballot delivery. Electronic ballot delivery systems enable blind voters to mark an absentee ballot privately and independently using a computer equipped with assistive technology, such as a screen reader, screen magnification, or a refreshable Braille display. Once a voter has marked their ballot, it can either be printed by the voter and sent by regular mail, or dropped off at the Supervisor of Elections' office. Because many voters do not have ready access to a printer, electronic ballot delivery systems can also offer the option to download the ballot and email it as an attachment to the Supervisor's office. At least 16 other states around the country are permitting their blind voters to cast secret absentee ballots if they wish The right to cast a private and independent vote is a cornerstone of our democracy. Therefore, I strongly urge your office to procure an electronic ballot delivery system in time for the 2020 general election so that I, as a blind voter, may cast my absentee ballot privately and independently, as required by the ADA. Voters with print disabilities should not have to choose between risking our health to vote at a polling place, giving up our right to a secret ballot by having someone mark a paper absentee ballot for us, or not voting at all. The implementation of an electronic ballot delivery system that is accessible to blind and print disabled voters allows us to continue to exercise our right to vote while remaining safe and healthy. Duties and responsibilities to include the following: * Demonstrates a passion for cleanliness or creating a safe and hospitable environment for staff, visitors and students. * Works independently with initiative, effectively as a team member, noticing needs and cross-training to complete any custodial worker function as needed. * Sweeps, dusts, and wet mops floors and stairs; strips, waxes, buffs, and reseals floors, using brooms, dust mops, vacuums, wet mops, and floor machines, and routinely cleans equipment and changes belts, bags, and other replaceable parts before they damage surfaces or equipment. * Vacuums, shampoos, and spot cleans carpets and rugs, using a vacuum cleaner, rug shampooing machine, brush or cloth, and cleaning solutions. * Cleans mirrors, lavatories, toilets, bath and locker facilities, using cleansers and sanitizing solutions safely and according to manufacturer instructions, brushes, cloths, and squeegees. * Deep cleans on a regular schedule and as needed. * Refills paper towels, toilet feminine container linings; refills soaps, sanitizers and disinfectants and wipes throughout the building. * Disposes of waste paper and other discards; collects and places trash in an incinerator or trash pick-up area. * Dusts, cleans, and polishes furniture, counters, shelving, window/door ledges and casings, using cloths and cleaning/polishing solutions. * Dusts, wet mops and washes walls, ceilings, vents, cabinets and partitions, using wall brushes, wet mops, cloths, and cleaning solutions. * Makes minor repairs to secure table legs; replace handles, knobs, fuses, light bulbs, and similar items; tightens screws, replaces nails, and performs related tasks. * Transfers furniture, lamps, accessories, and equipment to clear areas for cleaning, set-up, and redecorating work by lifting and carrying light to heavy objects. * Makes safety checks by doing building rounds, looking for any unauthorized personnel, and observing and checking locked doors, temperature readings for heating and air conditioning, and on/off switches for machines. * Notifies appropriate staff of any problems that arise with orientation students. * Sweeps and removes snow from steps and sidewalks immediately adjacent to assigned buildings, using brooms, snow shovels, and powered snow removal equipment; occasionally rakes leaves. * Other duties as assigned, including using electronic means, including a computer to complete time cards, read and write emails * Documents work digitally or with paper in handwriting or Braille as assigned. * Communicate with other employees through email, cellular phone and text functions.
