Line of Succession for Governor
Background: When Governor Terry Branstad stepped down to become a US Ambassador to China, his Lt. Governor (now Governor) Kim Reynolds became Governor. However, the Iowa Constitution does not say how a new Lt. Governor is appointed. This ballot measure allows the Governor to appoint a new Lt. Governor in these situations.
A "yes" vote allows the Governor to appoint the Lt. Governor when that office becomes vacant.
A "no" vote makes no changes, which means the Governor cannot appoint the Lt. Governor.
What People Are Saying: Some people like this and will vote yes, since the Governor and Lt. Governor are elected as a team. Others say they will vote no because they want the Iowa Senate to confirm the Governor's selection (like other Governor appointees are confirmed now). Others may want the Governor's political party to make the decision.

Voter Age & Citizenship
Background: This change does three things. The Iowa Constitution states that you must be 21 to vote. Federal and state law allow people age 18 and older to vote. Iowa law also allows 17 year olds to vote in a primary (June) election if they will be 18 at the time of the general (November) election. The first part of this ballot measure adds that language to the Iowa Constitution (allowing voting at age 18, allowing 17 year olds to vote in a primary). The second part of this amendment states that "only a citizen of the United States" instead of "every citizen of the United States" has the right to vote.
A "yes" vote states that non-citizen voting is not allowed and that only a citizen of the U.S., rather than every citizen of the U.S., can vote.
A "no" vote continues to allow every citizen to vote.
What People Are Saying: People say that they will vote yes because the first part of this change just makes Iowa law and the Constitution the same. Others say they will vote no because these voting requirements are already in law. They think the "citizen" changes may allow legislators to pass laws that force people to prove their citizenship before being allowed to vote. Others say that the change is needed to make sure it is clear that only citizens can vote. Others say that "only a citizen" does not mean "every citizen" and that change could be used to discriminate against some.
You do not have to vote on these questions. We wanted to make sure you understand these changes so you can make an informed choice.

It is now too late to request a mail-in ballot. Voted absentee ballots must be in the auditor's office by the time the polls close on Tuesday, November 5. If you are worried the post office may not deliver the ballot on time, you might want to consider taking it in person to the auditor's office.
