States have been slowly changing their systems of long term supports and services to comply with <em><span style='border:none windowtext 1.0pt;padding:0in'>Olmstead</span></em>, by expanding home and community-based services, and shrinking the size of, or even closing, residential facilities such as nursing homes and intermediate care facilities.
