You can change font sizes when the message is formatted for HTML. From
within the Options ribbon (ALT-p) activate the HTML option (H).

 

You can then change the font size to anything you wish. You can open the
font dialog (CTRL-D), and select the size 16 font.

 

Your recipient will need to receive the email in HTML format so the font
size is maintained.

 

Alternatively, he could adjust the zoom of messages on his end.  He can do
the following:

1.  Open the message in its own window

2.  Open the Message ribbon (ALT-H)

3.  Activate the "Other Actions" command (X)

4.  Within the drop down list, select Zoom (Z)

5.  Select a zoom option from among the radio buttons with the ARROW keys
and press ENTER.

 

With the zoom option, he has total control.
