NFBTrans was developed by an individual for a good while, but that stopped a long time back. Somebody put Wintrans together but it was a one-time undertaking. It isn't easy to find it now even. It's sad to see what in my opinion was the only good free translator becoming archaic and unusable, but I don't have the skill to do anything about the situation. Some people have promised lower-cost translators over the years but nothing has materialized. The best free choice now is RoboBraille.
