You might also reach out to the Braille Institute, which has an Orange County Branch. They may be able to assist with resources, not to mention that they may have long-standing relationships with school district staff: 714-821-5000

Your petition is well-intentioned I'm sure, but as others have stated, it will have little to no real sway on the school district.
