I had little difficulty setting up any of the service providers
mentioned, the audible captias are available for all of them, in my
experience.  I most recently set up an Outlook.com account… I found
the process to be pretty painless, except, navigating the web based
inbox, and other features, didn't seem as intuitive, or easy to use,
to me, as Gmail… I have not used my Yahoo in  a very long time… I quit
using it, because the web interface was just more then I wanted to
use… And, it kept getting hacked…
As you might be setting this up for a consumer,  unless I'm
misunderstanding the thread, perhaps evaluating the cunsumers  needs
to access their email, would be more important than evaluating what
service provider would be best… For example, if the individual is
struggling with browsing the Internet, or complicated webpages, maybe
simply configuring a client would be the best way to go...  In which
case, you pick the service provider that is the easiest for you to set
up for the consumer,  then go set up the email client…
Just my two cents :-)  And, my luck, totally off base :-)
