I would suggest contacting the Microsoft accessibility Hotline… I to have observed it, for many years… And, it is one reason many of my consumers select magic or zt over the system changes…
One of my consumers also found that turning on magnifier, reducing the magnification to 1, and checking the box for high contrast was more desirable then the high contrast black system setting
