Jaws 16 has added dedicated high resolution OCR for PDF files.  The command 
is insert space, then O, then D.  However I believe the scanning engine is 
still only Omni page lite or something, so you should get even better 
results running it through the virtual printers of either Openbook or 
Kurzweil 1000.

Unfortunately most of these commands are for html.  They are also
good in pdf files, except that many of the controls in html aren't in
pdf files.  Also, she said it said the document is empty, which means
it contains an image, not text so OCR  will have to be done.

jaws plus space bar, then O gets you into ocr in recent versions of
jaws, don't remember the letter to read the whole document, s reads
screen I believe.
