What about the BraillePlus from AFB? 
While I agree with everyone, who has said that theBrailleSense product line probably has the most going for it, when talking about dedicated notetakers… And that the combination of a Bluetooth keyboard or braille display, and iOS device… Is definitely the least expensive…
I just can't help but wonder… Where is she… What does she want to use it for? How much time and energy does she have, or want to put into, learning something new? Most of the people I have had switching from theBNS have been intimidated by newer technology, had no desire to spend the time necessary to learn to use newer technology, no desire to get on Facebook, use dropbox, to access twitter etc. etc.
Do you have the resources to trial different devices with the client? That may also determine which device is the most usable for her...
I have had some people try the U2 & the Apex, and they seem to be at the same level, as far as technology experience and desire… Yep one seems to be able to just pick up and use the Apex, while the other seems to just be able to pick up and use theU2, just like I have seen some people who seem to be at the same technology level, as far as experience, pick different mobile platforms…...
If were talking about the most inexpensive option, it would be an android device with Bluetooth keyboard… But :-) is that what we're looking for?
Many of these newer devices just have too many options for people who would be switching from a device like this one…
I really like the idea of something like the braille edge, that has the basic text editor, basic calculator at Cetera etc.… Fewer options, easier navigation etc. 
OK, finished with my rambling thoughts for the evening :-) etc.
