That's correct, not VO specific. Just wish Command tab would work again with bluetooth keyboards. Anotheo nugget I found, that was apparently released with the new 6S and 6S plus phones, but that I just learned, is that you can now do dictation offline. Not Siri, of course, but. You can dictate text in to edit fields now even when in Airplane Mode. I discovered it yesterday,  so I'm guessing others may have missed it too.
