Bryan, I don't wish to appear unkind but I feel that your response is both unclear as well as unhelpful. You make a blanket statement, warning this individual to avoid seeking employment in four different states without providing any rational explanation or justification for your misgivings. I could understand if you felt the need to warn someone against working for a particular agency or organization and provided legitimate reasons for your concerns. However, advising someone to avoid a series of four separate states with no other reason than saying the deck is stacked against you is, to be frank, ridiculous.
