Thanks Nimer,

 

It is a Samsung device and I am on the setup screen but can’t proceed.  Nothing happens after the message “Let’s get started” is spoken when I touch the screen.

This depends on whether or not you are at the set-up screen, or where you are when trying to do this, whether you set up the device with accessibility enabled, or whether someone has set it up first and enabled the accessibility shortcut, etc. Typically though, a long-press on the volume keys (both up and down) will turn on Talkback. On a Samsung device, there is a second shortcut which may or may not be enabled, depending on the above factors, which is the volume up and power button press.
