I use a service called Hide.me VPN, which is somewhat accessible with NVDA. Most of the settings listviews and buttons are labeled. It appears that some work has been done on it to improve accessibility because when I started using it a few years ago, it wasn't that accessible.

They offer 10 GB for free and one can renew (or extend) the plan as many times as one likes, and they claim to do "no logs" on your activity.
