Rick,
I, too, work freelance for a state agency and have been in the same
circumstance. But keyboards are very, very cheap these days, including
wireless ones, and fully functional wired ones are often available "by the
basketful" at thrift stores. If this gentleman is going to work on the PC
platform permanently, it makes sense to have a PC-focused keyboard rather
than a Mac one, even if he has to buy it himself.
But that aside, without knowing the make and model of the computer, it's
impossible to advise further about getting the media keys/hot keys
functionality turned off. With a few exceptions, Lenovo springs to mind,
this is almost always done through a BIOS setting and without screen reader
support in BIOS tends to require a sighted assistant. But you only ever do
it once and you're done.
