Well, this doesn't sound great.  I wonder what they'd say about two blind 
people; one with a guide dog and the other with a cane?

I just got off the phone with NCL.  And unless you have a sighter person 
with you or a guide dog they will not accommodate you at all.

  I am happy to report that NCL is doing much better with there 
accessibility
  then they have done in the past.  Educating them has seem to have work
  finally.  I recently had clients who have come back after a 7 day cruise
  with their guide dogs and reported all went well.  So it looks like NCL 
has
  made great progress when it comes to serving their blind passengers.
