No you don't have to join, and it is not criteria for joining the division.  I was just asking since you do post here.  I will always ask those that post, we need membership to keep division growing.
Both Karl and Robert gave a great presentation at our Division Meeting in Dallas, and we are working on great speakers for the teleconference meetings and our division meeting in Orlando.
People can join our meetings without joining the division, you just cannot vote or make motions just like any other division.  These teleconference meetings are division meetings and not board meetings, so it opened to all interested people.

So you are free to post anything.
Karl Smith is from Utah, and is on the talk list, his e-mail is Karl at axistech.net, I would focus on contacting Daniel Carr from TX his is our board member and also our webmaster at apt at carrtronics.com or Robert Leslie Newman, who is the President of the Writers' Division of the NFB, you should know him from Nebraska.  He has worked in this field for quite awhile.
So both Daniel and and Robert should work for you in this area.
