Does this also apply to off-property visitors? I can live with that. Just 
curious.

When you register at the park, when you arrive, you are registering your 
credit card, this is not if you are just visiting for the day, but if you 
are staying at Walt Disney World Resorts.
When you arrive, just like a hotel they ask for your credit card, Disney is 
a cash free place, when you use the dining, you can either charge your room 
or carry cash and credit cards, all up to you.
It is called the Disney World Card.
Like if you are at convention they give you a key to your room, which you 
can also post spending on it.
No one is asking for proof of who you are or an ID card, like Jewel said, 
and myself as being there before many many times, you need to give them the 
number of your room, or pay in cash, which is returned once the device is 
returned.
I hope that explains it all.
