You cannot leave your dog on the cruise ship, they are not responsible for the dog, so leaving a dog on the ship, in a hotel room, is out of the question.
The Moral of the Story is then leave the dog at home.
I do. I have to travel places for my clients to check them out if Maxx cannot go, he stays with friends/family/or the guide dog school I got him from.
