Chris, you can get some good cruise deals by booking what's called a 
repositioning cruise.  This is when their moving a ship from one cruise 
zone to another, such as happens in the spring when they're moving ships 
from the Caribbean to the east coast of Canada, or from the Mexican 
Rivierra to Alaska.  The reverse is also true.  They also reposition 
ships from the Caribbean to the Mediteranian, if you're interested in 
that area.


Also, there are certain times of year that just are slow travel times, 
such as early December, January and February, depending upon where you 
want to go.  The people at the cruise lines are usually quite helpful, 
and can point you to the repositioning cruises and the lower priced ones.


For a blind person, I'd also recommend some areas over others. Frankly, 
I'm not very impressed with the Caribbean.  You'll find people are quite 
accommodating in Canada, and northern Europe.  I took a tour of the 
British Isles a few years ago, not a cruise, but was particularly 
impressed with Ireland.
