Olegario "Ollie" Cantos VII
Mr. Cantos’ presentation will focus on networking, job development,
leadership skills, self-advocacy, ADA, and other matters of interest
to job seekers.
Currently he is a Trial Attorney, Investigations Unit, Civil Rights
Division at U.S. Department of Justice, Vice-Chairman at President's
Committee for People with Intellectual Disabilities, Academic Advisory
Board Member at LeadAmerica, and Member, and Interagency Coordinating
Council on Disability Research at US Department of Education. In
the past he has served as a Special Counsel to the Acting Assistant
Attorney General for Civil Rights at U.S. Department of Justice, was
an Associate Director for Domestic Policy at White House, was a Board
Member at ENDedependence Center of Northern Virginia, was the General
Counsel and Director of Programs at American Association of People
with Disabilities, was Staff Attorney and Director of Outreach and
Education at Disability Rights and Education Center, and a Board
Member at the Blind Children’s Center.
Mr. Cantos is a graduate of Loyola Law School, Loyola Marymount
University in 1997. He graduated with honors earning a BA in
Political Science from Loyola Marymount University in 1992.

Carla Broddie and Darlene Avery will present a session on Schedule A
Hiring Authority through the federral government.
Carla Broddie
Carla Broddie currently works as the Disability Employment Program
Manager for the Department of Labor (DOL), Office of Diversity
Management, Civil Rights Center, based in Washington, D.C. She
provides advice and technical assistance to the leadership and
components of DOL regarding recruitment strategies designed to
increase the representation of people with disabilities. She serves
as the principal advisor to management to identify systemic barriers
to the recruitment and advancement of people with disabilities. In
this capacity, Ms. Broddie also provides education and training to
agency managers, supervisors, employees, vocational rehabilitation
counselors and clients on the special hiring authorities (Schedule
“A”) on hiring people with disabilities and disabled veterans. These
duties have afforded her the opportunity to develop partnerships with
advocacy organizations, academic institutions and professional
associations.
Prior to joining the Department of Labor, Ms. Broddie
worked as a Recruiter and Selective Placement Coordinator for the
United States Secret Service. Ms. Broddie has also served as a Human
Resource Specialist, Career Planning Specialist and as a Uniformed
Division Officer for the United States Secret Service.
Ms. Broddie received her Bachelor of Arts degree from Michigan State
University in East Lansing, MI, where she majored in art history. She
serves on of the steering committee for the Federal Disability
Workforce Consortium (FDWC). The FDWC is an interagency partnership
is dedicated to improving the awareness, hiring opportunities,
providing education and training no ways to address the employment
barriers presented to people with disabilities.
Darlene Avery
Disability Accommodation Manager
Department of Labor, OASAM, CRC, COAST
Darlene Avery has worked in the disability area for over ten years.
She currently works with the Department of Labors’ (DOL) Central
Office for Assistive Services and Technology as the Disability
Accommodation Manager ensuring that all Labor employees with
disabilities have equal access to electronic and information
technology within the agency. Ms. Avery’s leadership and commitment
resulted in hundreds of Labor employees receiving assistive technology
solutions as reasonable accommodations, disability education and
awareness. Ms. Avery’s direction has also made it successful in the
development of DOL’s first Accessibility Center and Section 508
Evaluation Lab which opened November 2006. She continues to provide
excellent service in reasonable accommodations and promoting
disability awareness within the DOL.
Prior to joining the DOL, Ms. Avery supported the Department of
Defense, Computer/Electronic Accommodations Program in their efforts
in increasing employment, retention and the advancement of people with
disabilities within the Federal sector. Ms. Avery participated in
numerous conferences promoting CAP services. She conducted trainings
and presentations to Federal employees and managers educating them on
how to provide appropriate reasonable accommodations.
Ms. Avery received her Master’s Degree in Business Administration from
Marymount University in 2005 and her Bachelors of Science Degree in
Psychology from James Madison University. She currently serves on the
Board of Directors for Rehabilitation Opportunities, Inc.; a
vocational program servicing adults with developmental disabilities.
Ms. Avery serves as a volunteer as a career development trainer and
motivator for non-profit organizations providing career development
within the inner city youth.
